All states have legal limits when dealing with private auto sales, usually 3 to 5 per year.  Unless you are a dealer it makes it very hard for you to make real money.  Entering Dealer’s auctions is only possible by having an Auto Dealer’s License. Most states require a retail lot, signage, zoning letter, permits, etc. DAA will help you with all the state requirements and get rid of the otherwise complicated and tedious process. Not to mention very expensive since you will be responsible for paying for all those costs to own a lot. 
 
The State of Indiana is the only state that does NOT require you to be a resident of the state to grant you a wholesale dealers license! The State of Indiana requires a pursuant of a license to have a legal place of business that meets all state requirements and zoning code from the Indiana Secretary of State before you can be granted a license.
